“Evidence”, “Supportive Arguments” and “Matters of Persuasion” to assist William Burns’ Petition (PE948), calling for the Public Petitions Committee to urge the Scottish Executive to set up a new Dunblane Inquiry, with no restrictive remit.LINK

[Ed ~ To assist the reader, the petitioner links some details to related website pages or paragraphs where it is appropriate.]

It was reported in the Shetland News on 9 November 2004, that the day previously Glenn Harrison, former housemaster at Queen Victoria School (QVS), and now a Shetland teacher, made history by becoming one of the country's first chartered teachersLINK. Glenn Harrison, from Baltasound Junior High, is one of 37 teachers across Scotland to gain this status, introduced as part of the McCrone agreement, which recognises their experience, excellent teaching skills and high level of professionalism.

The Courier and Advertiser, Thursday, May 7, 1992, reported: “Mr Harrison, who resigned last summer [from Queen Victoria School], wrote to parents claiming that younger boys had been kicked between the legs, punched in the stomach while their mouths were held closed, forced to eat shower gel and hit so hard that their noses were broken.   In one case, said Mr Harrison, a boy was kicked so hard he blacked out.”

Glenn Harrison - Personal and in confidence to journalist Davy R about QVS: "I am convinced it [the Cullen Inquiry] was a Masonic conspiracyLINK,   Ministry Of Defence (MoD), Her Majesty's Schools Inspectorate (HMI), and Her Majesty's Commissioners (HMCs), military top brass and others.  The matter was a cover-up to protect people in high office in Government."

Glenn Harrison: “QVS was a perfect cover for institutional physical and sexual abuse.”

Glenn Harrison, News of the World, 28 December 2003: “I’ve been making noises for years and I sometimes despair and think it’s time to just accept we’ll never get to the truth.  ‘But I think we owe it to all the people who were so affected by the killings to continue to demand questions that were never asked’.”

News of the World, 28 December 2003: “THE inquiry into the Dunblane massacre was a massive cover-up, a top Scots Freemason has sensationally claimed.  Former Grand Master Lord Burton says that Lord Cullen’s official probe suppressed crucial information to protect high-profile legal figures.  He says they may belong to a secretive “Super-Mason” group called The Speculative SocietyLINK.  Some had links to the Queen Victoria School – where gunman Thomas Hamilton was allowed to roam free before the 1996 atrocity.

News of the World, 28 December 2003: “Lord Burton revealed that he was bullied and threatened by other peers when he tried to raise his concerns in the House of LordsLINK.  Last night the 79 year-old aristocrat said: ‘There’s no escaping the fact there’s something sinister about the whole affair’.”

News of the World, 28 December 2003: “He [Lord Burton] was prompted into action after reading in the News of the World last month that police are investigating claims that pupils at QVS were regularly taken away and sexually abused.  The Cullen Inquiry failed to investigate why suspected paedophile Hamilton was allowed to wander around the school whenever he liked, running camps and using the shooting range.”

News of the World, 28 December 2003: “Former housemaster Glenn Harrison told us how he even found Hamilton, 43, creeping around the dormitories at night.  He said Hamilton, who murdered 16 pupils and a teacher at Dunblane Primary School in 1996, had close links to a top copLINK.   Glenn said he was aghast that he was never called to give evidence at the Cullen Inquiry.  He said: ‘I was one of the people who was making a fuss about Hamilton long before he killed those children, but no one wanted to listen.’  Now Lord Burton has contacted him at his new home in the Shetland Islands, saying he believes Glenn wasn’t called to give evidence to avoid the embarrassment of top legal names being dragged into it.”

Glenn Harrison, News of the World, 28 December 2003: “Hamilton ran camps in the school grounds and he used the shooting range freely.  He came and went as he pleased, almost as if he owned the place, and no one has ever tried to explain why he had such freedom.”

[Ed ~ Three people made mention of Queen Victoria School at the Cullen Inquiry, but the connection with Hamilton was not probed further; in fact it was totally ignored and did not even warrant a mention in Cullen’s Report.]

Grace Jones Ogilvie’s evidence to the Cullen Inquiry on Friday, 31 May 1996, its 3rd day, examined by Mr Bonomy – “…What were the signs?” - Well, he [Hamilton] used to get a van from Central Region and he told me it was for camps on Loch Lomondside or at Queen Victoria SchoolLINK and he used to have big boards and he would take them down the back and paint them white.  That was for flooring at the camps for the boys to sleep on.

Ian Steven Boal’s evidence to the Cullen Inquiry on Monday, 17th June 1996, its 14th day, examined by Mr Bonomy – “… You had another job?” - That's right.
“What was that?” - It was actually by Mr. Hamilton I actually gained that employment.  It was at the International School teaching Spanish kids sports.
“Where was that?” - Queen Victoria School.LINK

Robert Mark Ure’s evidence to the Cullen Inquiry on Friday, 21st June 1996, its 18th day, examined by Mr Bonomy – “… Why did you ask him [Hamilton] that?” - My estranged wife had told us previous to that she had been to the rifle range with him at Dunblane Victoria School and she had been embezzling money which was not to my knowledge, and I was wanting to rectify that with the gun clubLINK.  I had nothing whatsoever to do with it, and I was wanting to contact them either by phone or by writing to the Secretary to point that out.

Sandra Uttley, former Dunblane ambulance paramedic, told the Mail on Sunday (5 June 2005): “Lord Cullen's inquiry into the massacre was fatally flawed because crucial evidence was withheld from it.”LINK

Sandra Uttley, former Dunblane ambulance paramedic, told the Mail on Sunday (5 June 2005): "There are glaring anomalies in the inquiry - inconsistencies in witness testimony, incorrect information given on oath and the absence of vital witnesses.”LINK

Sandra Uttley, former Dunblane ambulance paramedic, told the Mail on Sunday (5 June 2005): "It is also blatantly obvious that Central Scotland Police, who were chosen to investigate the background to the murders, should never have been involved in the so-called independent inquiry.  They were implicated in the events under scrutiny and continually provided Hamilton with renewals of his gun licence despite long-term and repeated warnings that this should not happen.  It was known that Hamilton had friends in the police force, including one highly placed officer.LINK

Sandra Uttley, former Dunblane ambulance paramedic, told the Mail on Sunday (5 June 2005): "It is my firm belief that the truth has not come out and there has been a total cover-up to protect a number of people.”

Sandra Uttley, former Dunblane ambulance paramedic, told the Mail on Sunday (5 June 2005): “Lord Cullen ruled in favour of a motion that the prosecutors who decided not to take legal proceedings against Hamilton should not have to justify their decision.”LINK

Tom MinogueLINK, petitioner of PE306LINK: “The ex-housemaster [Glenn Harrison of Queen Victoria School] told me of how his repeated complaints about the abuse and bullying at the school were ignored.  He also told me that he believed Freemasonry was the common denominator in allowing these irregularities to take place.  These irregular events included boys being taken away for weekends by Establishment figures.  One boy tried to kill himself after being abused on such a trip.  WHY did these abuses go on despite the housemaster’s repeated complaints to the parents and the authorities?  Was Freemasonry responsible for covering up abuse and bullying?”

Tom Minogue, petitioner of PE306: “I was treated to horror stories of how the ex-housemaster [Glenn Harrison] had watched aghast as his pupils were taken away for weekends by a group of toffs who would arrive in large black limousines some of which had crest badges and some with pennants.  The ex-housemaster understood that the visitors were members of the upper classes from the surrounding countryside in Perthshire and from Edinburgh and included Judges, Sheriffs, Fiscals, senior military officers and top businessmen.”

Marcello Mega, News of the World, 9 November 2003: “Police are probing claims that boys were sexually abused at a military school linked to Dunblane killer Thomas Hamilton.”

Marcello Mega, News of the World, 9 November 2003: “They [the allegations] came from a former housemaster [Glenn Harrison] who says pupils were regularly preyed on by a vice ring of toffs.”

Marcello Mega, News of the World, 9 November 2003: “The pervs - some of them major establishment names and close pals with Hamilton - allegedly picked up their victims in flash limos and dropped them off the next day, obviously distressed.”

Marcello Mega, News of the World, 9 November 2003: “The full horror emerged when some of the victims broke down and told him their sickening tales of sustained sexual abuse.  Glenn says one boy was so seriously assaulted in one overnight orgy that he later tried to kill himself.”

Marcello Mega, News of the World, 9 November 2003: “His claims, now being investigated by Central Scotland cops, could embarrass the original inquiry led by Lord Cullen.”

Marcello Mega, News of the World, 9 November 2003: “But Glenn says he was never called to give his inside info - even though he'd approached the authorities several times.   In his written statement to the police, Glenn who now lives on the Shetland Isle of Unst, says: ‘My allegations were never investigated.  They never interviewed me.   I did not exist’."

Marcello Mega, News of the World, 9 November 2003: “Campaigners say the original probe ignored the QVS's links with some of the biggest names in the Scottish judiciary.”

Marcello Mega, News of the World, 9 November 2003: “Central CID said last night: ‘We will shortly decide what action is required’." [Ed ~ This was said on 8 November 2003 - still NO ACTION has been taken.]

Lord Burton, former Grand Master of the Antient Free and Accepted Masons of Scotland, News of the World, 28 December 2003: “I have learned of an apparent connection between prominent members of the legal establishment involved in the inquiry, and the secretive Speculative Society.   The society was formed in Edinburgh University through Masonic connections so I accept that there might be a link by that route.LINK

News of the World, 28 December 2003: “Current members of the Speculative Society include Lord Cullen and a number of other judges, sheriffs and advocatesLINK.  Lord Burton has been trying for years to get to the bottom of the conspiracy theories, using his influence in the House of Lords until the reforms meant he was no longer entitled to sit in Westminster.  Last night he said: ‘I tried repeatedly to raise concerns about the inquiry during my time in the Lords, and I was bullied and threatened by powerful peers loyal to the Conservative Government of the day, who warned me of dire consequences if I continued to embarrass them’.”LINK

News of the World, 28 December 2003: “But the determined peer pressed on and on and in 1999, asked a question in the Lords which revealed that documents from the inquiry had been locked up for 100 years.  Among them was a police report revealing that Hamilton had been accused of sexually abusing boys and had been considered by some officers unfit to hold a firearms licence.  Lord Burton added: 'We still need to know why that was necessary.  Who was the secrecy protecting?’”

Glenn Harrison: “Thomas Hamilton's friend, fellow housemaster and primary teacher, Ben Philip (a Mason), died aged 44 in some freak accident in the school hall in December 1993LINK.  I think Philip's death was suspicious, to say the least.  I think he was a man with a conscience and about to crack.  A brother Mason surgeon filled in the death certificate with an appropriate bogus cause of death.  If I had stayed at QVS I would have been dead too.”

Glenn Harrison: “I was to learn that many teachers were Masons, as was the head teacher and another housemaster, and, of course, so was the man who ran the show: the Brigadier.”

Glenn Harrison: “Fagging was common, young boys treated brutally by older boys which was tolerated by the staff.  Bullying is good for you!”

Glenn Harrison: “The children were taught not to complain, never to tell because this was weakness and who knows you might break down under interrogation by the enemy one day, so do not tell anything, "we are training you up for this".  How easy it is to fool young boys.”

Glenn Harrison: “The parents rarely knew of the secret horrors that awaited their sons.”

Glenn Harrison: “As time went by, more and more boys opened up and told the most dreadful and appalling stories.  I fell into disrepute among staff.  The Brigadier and military contingencies (the real rulers of the school) wanted me out.”

Glenn Harrison: “Some of the stories the boys told me were horrifying and I found myself fighting for the child's right to complain and be heard, and be happy, to grow up in a caring, family atmosphere of trust.”

Glenn Harrison: “I told the police, the social service, child-line, Esther Rantzen and others, NSPCC, and dozens of agencies.   All of them ignored me.  I eventually wrote to parents and told them that their children did not belong to the MoD, but to them, and the children's welfare was all that mattered.  Their children have a right to be heard and be happy, and grow up in a family atmosphere of trust.”

Glenn Harrison: “As housemaster, I saw myself acting in loco parentis and I wanted to know where the boys were, what they were doing and whether they were happy, or otherwise.  Boys would go away on weekend military camps, and with the Brigadier to his home, or to homes of top brass or HMC or high-society Perthshire people, fiscals, sheriffs, police officials.  They had to take their kilts and clean underwear and I was not given a contact address.  What went on at these parties was secret but some boys were very disturbed.  Older boys with younger boys.  I became disturbed too, screams in the dorm at night, empty beds, rituals in dark places, and used warm, filled, condoms hurriedly abandoned.  There was fear throughout every age group and the teachers knew about it.”

Glenn Harrison: “I complained but was ignored.  I was advised to get out.  What was I supposed to do?  I had no pastoral training, and no one to talk to.  I told the police and social services but to no avail.  The staff cut me off, missiles were thrown at my window, and I was warned to keep my mouth shut.  I was living dangerously in a Mason stronghold.”

Glenn Harrison: “Eventually the police came and bashed down the door of my home and took House cash and House records, then arrested me.  I was taken to Dunblane Police Station where I was interviewed for over an hour by special detectives brought from Edinburgh.  Never from that day to this have I had any explanation for that action.”

Glenn Harrison: “The MoD threw the Official Secrets Act at me, Her Majesty's Inspectorate virtually ignored me.  Shame on them! “

Glenn Harrison: “So here we have the stage set which led to 16 children and a teacher lying needlessly dead in a Dunblane graveyard.  What possible connection is there?   Two dead men, a gun club, vulnerable little boys, and a nest of Masons.  These deceitful men have been hiding behind a screen of apparent respectability for decades, centuries even, high-ranking respectable persons preying on young boys who were conditioned to remain silent, thinking they were heroes by not telling.”

Glenn Harrison: “In the HMI's report I was accused of exaggerating, but they never interviewed me or spoke with me at all, nor did they send me a report.  It was as if I did not exist.”

Glenn Harrison: “QVS was a perfect cover for institutional physical and sexual abuse. LINK  At first it was orphan boys.  On and off, over decades, QVS has supplied children (with sealed lips) for abuse: "Where the carcass is, there the eagles gather."  They were accessible to "eagles" like top brass military, politicians, police officials, sheriffs, fiscals and successful business people in Perthshire.  And fools like me could be squashed, swallowed up or sent to some island somewhere.  They all gather at the water hole.”

Glenn Harrison: “The link is Masons, masters of secrecy and deception.  Which is where Hamilton comes in to the story.  The weak link in the powerful chain of abusers.  Here we have a perfect situation where boys, sworn to secrecy, and parents under orders to keep quiet, helpless to complain.  Hamilton was unbalanced and had power by knowledge. This is why he was allowed to have guns.   He was in on the secret and knew names of those other paedophiliac members.”

Glenn Harrison: “If those names get out even now after 12 years, there will be a riot and the press will have a field day!  Lives and careers will be ruined!  Is this why Hamilton's file went missing only hours after the killings?  Is this why Lord Cullen, who I believe was a QVS Commissioner, was appointed to preside over the Hamilton investigations?  This is how Masons operate.  They control everything and their allegiance is to each other.  No wonder they want a 100-year embargo on the Hamilton case!”LINK

Glenn Harrison: “HMC were invited into Office, not appointed by interview, and included head teachers, police, top military brass (retired), fiscals and generally rich, high society people.  Ian Lang was chief Commissioner of QVS in 1990/91.LINK  After I complained in 1991, these HMCs suddenly disappeared into thin air. …  Yet I spoke out long before Hamilton committed his crime.”

Glenn Harrison: “The Police knew this man had an unhealthy interest in little boys and guns and that he was a friend of the police, and a frequent visitor to the QVS shooting range.”

Glenn Harrison: “I am most angry at the HMI.   I confided in them with details.  My allegations were never investigated, except by the police, and their file remains closed to all, including [Jim] Wallace, my MP.LINK  But the HMI betrayed a teacher.  They never interviewed me - no one ever did - I did not exist!   They interviewed pupils and parents, who were briefed by the MoD and known to be loyal to the QVS management.  QVS was under their auspices.  They failed the community and destroyed their own credibility.”

Glenn Harrison: “I did some research some years ago and found that Masons are not only an anachronism but are powerfully implicated in nearly all cases of institutional abuse of orphan children going back over years in England, Wales and Scotland, Dickens' Beadle lives!   Even if they are not direct perpetrators of abuse, they hide or disappear vital files that prevent the matter from going to court, appoint bogus fellow Mason investigators like Lord Cullen - and all to protect their brethren and their own reputations.”

Glenn Harrison: “Secret societies bring shame to Scotland.  Circles and windmills!   Why don't old boys, now men, complain?  Because they are invited into the "care" of "the Mason-fold" with all its privileges - wheels within wheels, windmills and circles?  This is the way secret societies perpetuate themselves.  Would you want people to know how you were treated at QVS if you had a young wife and a family?  The old boys association is very, very strong and Mason-controlled.”

Glenn Harrison: “Who am I to stand up against the might of the MoD who have sent countless men to their deaths in war, or tell the proud Cullen that he is corrupt and shames his countrymen?  If I received help all those years ago, and responsible agencies had seen the proverbial "red light for danger", AND INVESTIGATED MY ALLEGATIONS THOROUGHLY, then maybe Thomas Hamilton could have been stopped, blacklisted and disarmed by a responsible Central Police Force.  And maybe, just maybe, those wee graves in a cold Dunblane graveyard would be green grass.  Maybe there would be still another dedicated teacher like Gwen who died so bravely, and maybe, just maybe another 16 twelve year-olds, like the pride of Scotland's youth, paused ready to be launched into their lives as a new nation is born!”

Glenn Harrison: “If you want answers to the Hamilton killings then QVS is the place to go and DIG.”

Carolyn Leckie MSP, News of the World, 13 February 2005: “The original inquiry - presided over by Lord Cullen - was ‘deeply flawed.”LINK

On 16 May 1989, Mrs Hagger, along with Mrs Janet Reilly, who had also assisted at the camp on Inchmoan Island, assaulted Thomas Hamilton by pouring various substances including suntan oil over him as he was leaving Linlithgow Academy at the end of one of the meetings of the club.LINK  In her evidence, Mrs Hagger said that she wanted to stop Thomas Hamilton organising another camp.  She wanted to be taken to court for assaulting him so that there would be a proper investigation.  She arranged for a press reporter to be present with a photographer so that she could obtain the maximum publicity from the incident.  She also wanted Lothian Regional Council to revoke the let at Linlithgow Academy.  To her great disappointment, Thomas Hamilton refused to make any complaint against her and remained calm and polite.

Doreen Hagger said she was not a lawbreaker but felt so distressed by what Andrew [her son] told her about his stay at the camp - which was being investigated by Strathclyde Police - that she wanted to end up in court so that a judge would hear her story and a proper investigation would take place.  The women told the police it was ridiculous that they were not being charged.

Ian Bell, The Scotsman, Friday, 18 October 1996 - “The question is begged: if Lord Cullen has succeeded, how can he also have failed?”LINK

Ian Bell, The Scotsman, Friday, 18 October 1996 - “Cullen has provided the Government with its fudge.”

Ian Bell, The Scotsman, Friday, 18 October 1996: “While Parliament handed the problem of gun control to Cullen ‘to make interim and final recommendations as may seem appropriate’, the judge, in the end, had handed it back again as being "peculiarly within the province of the Government and Parliament to decide".  What then was the point of the inquiry?”

In a letter to First Minister Jack McConnell in January 2005, Carolyn Leckie MSP told him: “I believe the Cullen Inquiry left many questions unanswered.  In view of my belief that it bears the hallmarks of a cover-up, I repeat my call for a new inquiry, without restrictions as to its scope and remit into the Dunblane tragedy."LINK

The Petitioner [William Burns], therefore, requests that the Scottish Parliament demands an entirely new Dunblane massacre public inquiry with an unrestrictive remit, which could include:

  • the perceived original inquiry cover-up;
  • the reasons why a nonstatutory 100-year closure order was put in place, particularly where the majority of the files held by the National Archives of Scotland did not reveal the names of any abused children;
  • why information where the names of abused children were not revealed were still airbrushed from the files released on Monday, 3 October 2005, making them largely illegible;
  • who allowed Thomas Hamilton virtually unrestricted access to Queen Victoria Military Boarding School (QVS);
  • why, at the original Cullen Inquiry and subsequent Cullen Report, was this most significant involvement with Hamilton and QVS not pursued in depth;
  • the re-insertion of the redacted information on the Petitioner’s embargoed correspondence with the Cullen Inquiry, filed at COM21/4/105/1-2 by the National Archives of Scotland, particularly the petitioner's name and address; and
  • the release to the public of all the documents embargoed under Lord Cullen’s 100-year closure order and the re-insertion of all the information redacted from around half the files that were released on Monday, 3 October 2005, other than the names of children subjected to physical and sexual abuse - unless these children, most of whom are adults now, consent to their names being revealed.

[Ed ~ Given the extensive evidence added in support of a new Dunblane Inquiry, why did the Public Petitions Committee spuriously claim there was nothing new to consider, that the issues had been previously considered by them.  They had been "heard" but were never even remotely "considered", yet they made a brute assertion to again bury the issue.LINK They obviously found this topic a monumental embarrassment to them.  Why are they assisting the lowest of low-life rodents in this the most scandalous of cover-ups?]

Fresh Dunblane inquiry rejected
MSPs close petitions for new inquiry into Dunblane massacre
News, 23 March 2006
--------------------------------------------------------------------------------
Calls for a fresh inquiry into the Dunblane Primary School shooting in 1996, have been rejected by a Scottish Parliament Committee.

MSPs decided that an inquiry which had not been asked for by the parents of the victims would not be in their interests.

Three separate petitions calling for an inquiry into aspects of the incidents were considered by Holyrood's public petitions committee. One was from a witness described in the Cullen inquiry report as lacking in credibility and reliability. [Ed ~ It was described as such precisely to suppress the meaningful issues and bring to a standstill that particular subject matter.]

Committee convener Michael McMahon expressed concern that the petitions had been sent in to coincide with the 10th anniversary of the tragedy and were not what the parents of the victims were looking for.

[Ed ~ As far as this petitioner is concerned, the lodging of Petition PE948 had nothing to do with the timing of the 10th anniversary of the Dunblane massacre.  Even if it did, I have no idea why Michael McMahon could have a problem with that.  It seems but a cheap attempt to smokescreen the real concerns of the petition.  And as far as concerns his consideration of what "the parents of the victims were looking for", important though they were, this issue is infinitely more important than that; it goes to the very heart of the Scottish justice system.  It is in the interests of every man, woman and child in Scotland to have the entire Dunblane saga reopened to expose the Masonic entanglement and reveal EVERY single person who had a vested interest in sweeping the paramount issues under the carpet.  Cullen's Dunblane Inquiry Whitewash covered up the entire background that led to the Dunblane massacre, then ultimately to the Public Petitions Committee rubber-stamping the cover-up.LINK  If we ask if that environment still prevails in Scotland today, the answer is an emphatic yes, because absolutely nothing has been done by the authorities to change the circumstances.  Perhaps if the issues had been addressed properly by the PPC at that time, the Jimmy Savilles of this world would have been exposed while they were still active perverts.  More victims would have come forward and less young people would be subjected to abuse, in perpetuity, by the paedophiliac "citizens-above-suspicion".  The Savilles and Hamiltons in this world are Sunday Amateur players compared to the Premier League players who appeared at QVS in crest-laden limousines.  We all have a duty to expose these low-life characters for the safety of future generations and the children who are vulnerable to that low-life scum.  Children are far too precious to be at the mercy of these reprobates.  Let us never forget that.   Call the devil by his name at all times.  In the given circumstances, "BASTARDS" is the name that springs readily to mind.]
